There's the 2kGames wiki, at this address. It's more oriented towards modders, with the list of Lua functions being what most people use, but there are a few general things there.
If you mean an up-to-date online reference that has all of the units' and buildings' statistics and such, then no, I don't know of any.
Well maybe some stuff still needs to be updated, but it's the most updated reference that I know.
And yep, in-game civilopedia is the most reliable source, but it takes too long to look into. You have to log on stem, then run the game.. It would be really nice to read to actual civilopedia from the game files. But idk if it is possible somehow.
My loose work ethic allows me to read manuals and make plans at work - but isn't quite loose enough to actually let me play games at work. So opening the actual game isn't an option.

I thought that there was something like that, I appears to have been updated last in April, so it's missing this last patch... Maybe someone who can contact 2K could get them to update it?
