Upgrade districts with specialists

Districts should be upgradable. To upgrade districts, we have to accumulate the needed amount of specialist points. These points can be obtained by staffing specialists in the districts. There should be no limit to the number of specialists that can be placed in the districts except food availability. The more specialists are in a district, the faster one can upgrade. Each type of district can be upgraded multiple times, making them very powerful in the long run.

like the idea but not the means.

district should be upgradable somehow but not by the amount of specialist used in said district. (especially if you disregard the fact that specialist slot are tied with buildings in said district.)

for me if district should be upgradable it would be through district project. each completed project improving the efficiency of the specialist in that district (like 5% more output per upgrade or +1 gpp/turn per upgrade).
