Hi folks,
I just upgraded my PC from good old Windows XP w/DirectX 9 to Windows 7 w/DirectX 11, and WOW what an improvement it made to playing Civ-5.
My game now loads and runs much faster. More importantly, the graphics are now much better. Using an Nvidia GeForce GTX 550 Ti video card, when using DirectX 9 I had to turn most of the game's video options down to medium or low, and even then I would sometimes get weird results, especially on the leaderhead displays.
However, now using DirectX 11 (with the same video card), I've been able to set every Civ-5 video option to HIGH, and the game display looks truly beautiful.
So if you've been a hold-out on upgrading to Windows 7, like I was, you might want to consider making the switch.
