Uprgade problem

I have found lately that when I have lot of units that I want to uprgrade, such as spears, swords, or warriors, when I activate a unit in one of my cities and press Shift+U, it doesn't upgrade all of my spears/swords/warriors/whatever. It upgrades most of them, but not all. Usually my outlying cities do not get upgraded. And yes, they are connected to the resource, I do have the cash, etc etc.

You can only upgrade units in a city that has a barracks. So, if those outlying cities do not have a barracks, it does not matter whether or not you are willing and able--it just will not happen.

plus, those cities must be connected with the required resources.

In other words, if you can build a vet unit in that town then you can upgrade to that unit.

also the units must not have moved. at least this is the case in C3C. i think you could upgrade by using shift-u even if they had moved in civ3 vanilla.
