Uranium and allows units/trade bug?

Two things I've noticed in more than one game I've play with Warlords:

1) I've had several games where I had a Uranium mine in my terriory and yet I couldn't build destroyers/battleship/transport/etc. I had the proper tech and the civpedia says that these units require oil or uranium.

2) I couldn't offer my second source of uranium to another civ in trade.

Do you require the manhattan project before you can trade unranium? Or build units that require them?
 
This is a change in Warlords. You need one technology to reveal uranium, but you need another (Fission?) to actually use it.
 
Well, that makes sense. I'll have to check the 'pedia. I don't think they updated the text in the civpedia to reflect this change.

But "use" means the same as, in this case, mine. He has a mine.

No, in the case of Uranium at least, "use" means to know what to do with it. It's faintly ridiculous to have a nuclear warship before you can build a nuclear plant, isn't it?
 
Yes, as it turns out, physics reveals unranium, fission allows its use. Funny, though that I can mine it before I can use it.
