User Interface not Loading - VEM

I have tried looking at past threads but they don't seem to have the same exact problems.
I am playing on the Vanilla Civ 5 (no expansions) version .348.

First off I tried with VEM v159 and v158 (are these the right version for .348 of civ 5?)

Secondly, I always get "UI Failed to Load" after founding my first city. I have tried all recommended things in the common problem checklist. Has anyone tried anything different that could help me?

I had similar issue once when I changed Options.sql to:

INSERT INTO Civup (Type, Value)
VALUES ('PLAY_COMBAT_ANIMATIONS', 0);

Did you changed this also?

Tried it with and without that option, didn't work either time.
