I think a great way to use culture for those who don't want to focus on policies and cultural victory would be to use it to buy city state influence..just like gold can now.
I don't know what the exchange rate would be X culture to Y gold...but I think it would be great incentive for people to build cultural buildings after they get their key social policies and are not planning for cultural victory.
