Using fallout on a map

Firstly, apologies if this is posted in the wrong place, but I'm not aware of a specific FfH modding or map-making forum. Mods feel free to move this if it belongs somewhere else.

Does anyone know if there's a way of placing fallout on a map and having it remain? I want to use it as a terrain feature (specifically, a poisonous miasma over a swamp, rendering it both yieldless and unhealthy), but it seems to naturally dissipate over time, which rather spoils the effect!

I'm hoping for a solution that only involves editting the map (changing the text file directly is fine), and so avoid any scripty stuff of which I am utterly ignorant. I suspect, however, I may be out of luck.
 
No, I don't think there's anything you can do in the World Builder file to make it permanent.
There is probably an variable like "fallout removal chance" or something somewhere in the xml, but I don't see how you could make sure everyone who plays the map has that changed.
 
As I suspected. Nuts. Oh well, back to the drawing board.
