Hey this is a Scenario I made. Well... Kinda... All I did was add a government. Everything else is the same as Civ3 Conquests.

Utopia becomes available at Philosophy.
Corruption is set a minimum.
Unit cost is nothing (i.e. all units are free)
Production rushes are paid labor.
War Weariness is none
Science spending can go up to 100%


It must be noted that while this appears to give the Human an unfair advantage over AI, most (if not all) AI's transition over to Utopia and use it correctly.

Side Effects of Utopia
You economy tends to grow.
Wars are larger scale (i.e. 50-200 units on each side)
AI citys tend to have over 7 defensive units each

OK, i'll try it too, just for lulz. But, frankly i prefer "historically correct" govts. Your strange "Utopia" have no analogues in real ancient history. If you ask me, my favorite govt would be, say, social-democracy:

Available in late Industrial / Modern times.
Trade bonus (like in Republic / Democracy)
Corruption - communal (like in Communism).
Unit cost - 1 (like in Democracy)
Paid labor.
Military police - none
War Weariness - high (i hope this should prevent AI's from being aggressive)

In general, it would be a perfect government for economic growth.
