Anomaly - with your map glitching the Mil.Adv. is less helpful, but at least you may be able to see something of what your rivals have. Your total spending is on the Finance screen: mousing over many of the entries brings up a further breakdown. But to see the possible financial effects of changing your civics you need, obviously, the Civics screen: civics not available are greyed out, those you are using are highlighted. Mousing over one you are not using brings up its effects, and changes the figure at the foot of the screen which tells you what the total cost of your civics is to what it would be if you selected the new one. Here you may need a scrap of paper on which to note what civics you are running and their cost, for comparison. Click on a civic to make a change, which means a revolution and a turn or so of anarchy once you click on "revolution" which makes the change irreversible until anarchy is over. (By the way, spiritual leader = no anarchy: manual, p144). Mousing over the "gold" icon on the City screen also brings up a costs/income breakdown for that city.
In short, mouse over every icon and every bit of written information. What comes up may surprise you as much as it did me. Even worse, sometimes clicking can have some effect, and it may not be desirable. It isn't always clear to me whether I am clicking on the icon I'm examining, or on something on a deeper layer.
