4 people needed to complete 58 shields! Save attached.

Playing normal speed Emperor game, v1.61, HOF MOD. Running slavery civic. City called "02" has 5 citizens, 1 of them angry. I have 62 shields out of 120, 58 more needed to complete Stonehenge. The buttom for using the whip is not available. If I mouse over it, it reads "4 people needed, you can only whip 2".

Whipping 2 people should yield 60 shields, as I have already done before in this same game. I don't understand what is going on.

Another problem is the Spanish translation, which is far from perferct. The most annoying problems are Organized Religion reading something like "You can't produce missionaries without monasteries" (should say that you can)and "Close Borders spark tensions" which is translated to something that means "Closed borders spark tensions", it is really confusing when you have a positive modifier for "Open borders" at the same time!
Edit: ah, it is also important that the trait "Expansive" is translated to "Comunicativo" (talkative) instead of "Expansionista".

And finally, I don´t have a demonstration for this one, but I think I have experienced some instances where whipping 2 people in normal speed at the beggining of the game (no +25% modifiers) gave 90 shields.

I notice that when I was translating for our Portuguese (it's almost finish, around 85~90%).

Open the file CIV4GameTextInfos.xml and search the tag TXT_KEY_CIVIC_BUILD_MISSIONARIES. The text shows No se pueden construir misioneros.... I don't know Spanish grammar, but I think just removing the word no is ok. Is it right?

I can't look at your game right now, as I am at work. But just a thought - the number of "shields" produced from whipping depends on what you are building. In other words, perhaps you got 90 shields earlier because you were whipping something like the colossus and you had copper. Certain special resources allow you to build city buildings faster, and the way the game handles this for whipping and chopping is to literally make the whipping or chopping produce more production.

Thank you Ramalhão, that's right.

Thank you, Steve2000. I think I had no modifiers, and besides a resource would give a 100% modifier, no 50%. Anyway, talking about this third point is only speculation til I can present a save.

Ok, regarding the first point, I have additional evidence. This time I was building the Oracle, so it seems to be related to building wonders.

Is there a rule that says that using the whip towards a WorldWonder will give you half the hammers as usual?

That's not a bug, it's a feature. There is a 50% penalty cost for pop rushing national wonders, and a 100% penalty cost for world wonders (there's also a penalty for rushing something that had no hammers put on it yet).

There is a bug with slavery, and it's pretty huge, but this is not it. For a full description of the bug and how to exploit it, follow the link in my sig.

Thank you very much, Zombie69. Is this information documented anywhere?
I have been unable to find it.

Is there a way for me to take this thread out of "bugs report" to a more suitable place?

As far as I remember penalty was added as balancing fuature in latest patch. So,robably patch notes is right place to look. I am not 100% sure.

I think the penalty has always been there, but i could be wrong. I don't think it's in the manual though.
