Another bug, at least for me; only China's flag shows up at setup when you are choosing your civ, all others are blank, even though they show your opponents' civ's names when moused over. Is this happening to anyone else?
This was happening for me too, but I didn't mention it because I thought it was an issue of switching mods (even though I had cleared my cache)
 
I decided to go Orange and play as the Dutch and I have a Caravan here, but it is stuck. Is it part of my spawn, or did I snipe it by chance from a neighbor? Should I be able to reassign it?

OK, challenge accepted. I will try again! Strangely, when I inherited a bunch of cities when spawning in, I was able to pass multiple turns not assigning each of them to work on anything. It seems strange that the game stops me from progressing if I can't spend culture for policies, but it allows me to continue with city build queues empty, which is something that you must address before clicking end turn in Vanilla.

Cities that cannot be controlled due to government city control limits won't build anything when the player is in control, while working fine (builds automatically like a puppet city) when in AI control (for example when switching to reveal map and autoplay)

Hmm, so when I become a Despot to increase my controllable cities, I unlock control, but at first, I can't control them. So the way to get around this is to puppet all cities when you first port in, and then annex them up to your controllable city cap? I don't think you should be able to annex cities (to directly control them) if your current government disallows you from controlling them. I additionally think that if you can control a city, a "you must build something" popup should show up, like in Vanilla Civ

I haven't been able to reproduce it this morning. I will keep playing when I have spare moments and forcibly try to create this by choosing Liberty or whatever leaves me with a control deficit
 
can anyone test Japan? I would like to know if the whale condition works
I did a test of japan, and wrote a full report. In short, Whales work, although 50 Points is quite a lot. Would probably include all sea luxuries, and reduce the points to 10 VP or something
