v131 CS culture in puppets

I have a puppet city that claims to be getting about 6 CPT from CSes, but the border pop progress beaker never fills and the turns to border expansion never decreases (it's stuck at 8 turns remaining).

EDIT: It looks like CSes just quit working at all at the end of this game: My culture income is lower than predicted, no units are spawning - I didn't confirm food from maritime though.
