[v150] wrong City size info shown

Hey,

right after conquering Moscow I've got this faulty city size info message.

I cannot fix this, because the right-side notifications are created and called in the game core only Firaxis has access to.

Strange. One turn later the city size fits.

You should be getting two notifications regarding city size - the first is the erroneous full population one, and above it will appear the correct one, just above the pink hex visible in the screenshot.
