Vassal bigger than master

Roosevelt is a vassal to Napoleon. Has been for a long time.
When Napoleon attacked me, I decided to concentrate my forces on him instead of wasting any on Roosevelt (hoping that Roosevelt will break free, therefore make peace).

I've attacked Napoleon down to just one city with population point of 13. Roosevelt has 3 cities with population points of 8, 11 and 11. The land that Roosevelt occupied is greater than Napoleons. Why is it that he is still a vassal?

BTW: It's not a matter of it not updating before the turn ended. I've ended my turn, and it's still the same.

WHen the conidtion are met (vassal has over 50% of land an pop of master), the vassal has the option of breaking free (just like in a normal vassal state agreement).

So if Roosevelt doesn't want to break free, he doesn't have to...
 
Once I had Tokugawa asking me to be my vassal and my empire wasn't much bigger than his. So it can be a choice.

They can break free but they don't have to.
 
Once, Catherine was stuck on a finger peninsula with a peak preventing land access to (my) mainland. She built her two possible cities and a couple of Triremes, then offered to become my vassal: seeing no harm, I accepted. She got to Optics but didn't launch a Caravel, just more Triremes: I gave her Astronomy, so she made more Triremes. Her three Scouts must have worn out her five tiles of road. Later in the game I had killed off the other civs except hers and one other, using Stealth Bombers and Modern Armour, at which time she renounced her vassalage on the grounds that I wasn't strong enough to protect her - and what was I going to do about it ? She had a perfect right to do so, but it must rank among the daftest decisions of all time. Positively suicidal, in fact.
 
In your screenshot, Roosevels is a Vassal, but he did not capitulate. He probably asked to be a Vassal, and so he can leave at any time. The '50% of master terrotiry/population' only works when the AI capitulates after being defeated in war.
 
no 50% also works on willing vassals. I've seen Civ's accept vassals then be ripped apart by my forces within 10 turns and once the vassal hit 50% he asked for freedom which was denied, and they went to war, then asked for peace with me. I beleive willling vassals sign a 20 Turn contract, that they cant break away unless the 50%s are met before 20 turns.. After 20 turns break away when they want. it could be 10 turns, but regardless they abandoned their master within 10 turns of being vasalized.
 
Or it was a colony. I think that if a colony never breaks free unless the Master capitulates to a 3rd civ.
