[Ver. 1.0.0.26] Aztec Civ Bonus Broken?

I'm not sure if this is a bug or if the Aztec civ bonus is just terribly broken.

Playing a game on Emperor the Aztec (AI) civ started nearby. On turn 76 he declared war after amassing 7 of his UU near my borders. Despite the fact I had 12 defensive units consisting of both warriors and slingers, he quickly decimated my forces.

His warriors had a STR 31 (Base 28) and 3 turns later had a STR 36 compared to my STR 20 Warriors. The Aztec bonus says that Montezuma provides +1 STR to his units for each different Luxury resource improved in Aztec lands.

He only had 3 cities and at most that I had seen 4 different types of luxury resources. I think the bonus is broken and is providing him +1 STR for every improved luxury resource, instead of each different Luxury resource which is incredibly broken atm.

In addition, his UU have "a chance" to turn captured enemy units into Builders. When he attacked me he turned every single unit he defeated into a Builder, all 12. Either the AI has the best RNG ever or this too is broken and working 100% of the time.
 
The higher the level of difficulty, the higher strength their units have. Why such a design? Because the AI in this game is extremely weak.
 
One potential source of his jump in combat strength may have been his taking the Battlecry promotion (+7 Combat Strength vs. melee and ranged units). In Civ VI, combat is resolved based on raw differences in unit combat strength, rather than Civ V's proportionality scheme. So, if his units have +16 CS vs. your units, your units are going to melt quickly.

The increased Base STR (His 28 vs my 20) is understandable. It is the fact he has a bonus +5 then 3 turns later +8 STR to all of his units that is more concerning considering the limited number of different luxury resources he had available.

My units also had the +7 bonus from fending off waves of Barbarians, I don't mind that his units were stronger but the level of difference seemed rather insane.

Take for example my second game on Emperor where England was nearby. I was able to rather easily defeated their much larger army and take one of their cities with my own army.

Then check out the units promotions. If you haven't found a proper promotion, then something is wrong.

In any case, he should not be a threat to you. Because the tacticial AI in this game is not dangerous.
 
As far as I'm aware the Eagle Warriors have a 100% chance to turn defeated non-barbarian units into builders
I've done a few test games now. It definitely isn't 100% but it is high. At the very least 50% and I'm thinking its closer to 75%.
 
He probably got Oligarchy or something. Anyway don't defend with slingers, that's absurd! On t76 you should be upgraded to archers!

Luxuries won't account for that difference, but a promotion will. What difficulty level are you playing on? Each level above (I believe) Prince is +1 CS to the AI units.

In any event, all of this is detailed in the combat information screen. It itemizes every bonus or penalty that his unit and your unit have.
