VERY stingy AI--bug or feature?

I am playing a Prince-level game. My civ is China with Qin Shi as my leader, and I share a continent with the Inca. I determined we were isolated very early on (must travel oceans to meet others), so I started doing everything I could to improve our relations (open borders very early, adopted their religion, traded a resource, even game them a tech for free but I don't think it helped).

My relationship with them is currently at +9, which is higher than I have had it in any other game. Nevertheless, they will not and have not traded me a tech the entire game, and it is now around 300 AD. They won't even trade me Hunting for Construction or Monarchy!

This certainly feels like a bug, but I guess it could be a feature. Are some AIs just ridiculously stingy? If anyone knows, thanks in advance for your help!

I just recently played with Victoria of England and the gal loves me... I even went to war for her and 5 turns later she settled leaving me still at war. I continuously tried to trade with her and offered techs equal to or worth slightly more for her techs and she wouldn't take it... I asked her what would work and she basically tells me... give me all your techs and I'll give you one. What she did do however was give me one for free when I asked if she could help me out. Weird, I can get one free but not for a fair trade. Go figure, she's English!
 
not sure if it has to do with your relations to a civ.. Last game I played(on prince) I had 3 civ's on pleased status with me all game and none of them would trade a tech to me for the entire game. There was another civ that was cautious with me for the whole game and would always be willing to trade techs each time we had new tech's the other didn't have. Seems a bit goofy how it's done and doesn't make much sense.
 
I've been able to get plenty of trading in my Prince game, although its definitely been in their favor (1200 beaker techs cost a 2002 beaker tech to get from the AI). It didn't seem particularly dependent on relations (+2 vs. +7).

I am currently playing a game where I had the same problem early on. The Incas were horrible about trading stuff. However, other civs are not so bad. I think this must be a trait of the Civ. Perhaps it's a trait shared by all aggressive civs.
