very weird

this was very weird. I was playing the fall of rome conquest and while I was playing the byzantine(Eastern Rome) Started bringing in here workers and started building up my city. I told here to take them out but she never did. it was real weird. she would build a few roads and stuff in my cities and then disband them. Finally I just took my army and took them all when I had built up my armys and was prepared to make war with her. Just real weird.

What is weird?

* You told the workers to leave, but they did not. Well, they are not regarded military units - so they won't leave.
* Building roads in your territory. They might have been roading to form a colony outside their territory. In doing so they need to use your trade network, if you had no trade network they just helped you.
* Disbanding workers. They could not pay for the upkeep anymore and had to disband something.

another thing that is weird is the AI will NEVER trade ANYTHING for one of there citys. I was experimenting and offered then 20 of my city for one of there smallest PLUS ten thousand gold and they still wouldn't do it.

Disbanding workers? Why would anyone do that instead of making them join a city?

If they are bankrupt and the workers are too far away to join cities they have to disband/sell improvements in cities.

This is a change from earilier versions. The AI will never trade its cities, nor will it buy yours except during peace negotiations. There were too many exploits that the human could pull with city trades.

People would trade a city for a bunch of crap then reconquer it very easily with troops standing right outside.
