Victory Conditions -- not working

I've been doing very well in my game with greece here. I wasn't exactly sure how I was going to finish, be it just time limit, space race, or whatever... Eventually, I got up to 130,000 global culture, which is the victory condition for a large map, which I am on. I didnt win, so I figured that the cultural victory condition was turned off. Then, I aimed for a domination victory... Sure enough, when I got 66% of world population, no victory, no nothing, the turns just continued. I went to the main menu and clicked on "play last world", and in the options I didnt have either of these victory conditions turned off.

Any help?

I should include that I have NOT started any new games since this last game... And I haven't played a single game where I have turned these victory conditions off either.

You need the required culture plus at least double the nearest AI.

Domination is 66% of the land, not the population.

the victory status screen says either 66% population or 66% land mass is required for a domination victory. Do I need both?

I believe so.

Odds are that if you have 66% of the land, you will also have 66% of the population.
