Video card memory issue

I recently upgraded my PC's processer, RAM, video and sound cards to the following. 2.8 Ghz, 1 GB RAM, 128 MB ATI RADEON X600 SE (RADEON X600 PRO (0x5B62)), and a SigmaTel High Definition Audio CODEC sound card. Unfortunately, when I am playing (Standard, Ring), I get a message saying that I am out of video card memory. I never had this problem w/ my old, crummy PC. I have lowered all of the video settings except detailed city info (which I am quite attached to). The problem seems to strike after I trade maps with people, but it is a pretty consistent error regardless of my actions in-game. Oddly enough, the system requirements test gives my computer the highest rating in everything. Any help would be appreciated.

May I add I have a very similar problem.
I have a 128Mb Radeon 9800 Pro - performance has been fine on my current game set on a Huge map until I traded maps with someone, which completely revealed the map. After we traded, the game stalled for about 5-10 minutes before being playable again. At the end of the turn after obtaining the world map the game stalled again. I left it for about 15-20 minutes to do something else hoping it would be a problem restricted to that first turn with a full map, until an error appeared about being unable to allocate VRAM.

This is what I would try first. A google search will help you if you don't know how.
