New to the forum, so forgive me if this has been asked and answered. . .

I have all of the DLC's except Frontier Pass.

In full vanilla, why are my Longboats unable to Rest and Repair in open water, or pillage?

I don't think any ship can rest and repair outside of their own territory, unless they have a certain 3rd level promotion.

This may be a bug. Norway should have this ability: "Naval melee units can heal in neutral territory"
