I don't think there is any built-in support. You need to be friends with the player on steam, and then just use steam voice chat.

This doesn't annoy me too much, and it seems hard to implement. However, a map ping would be very useful.

Yes they did not include voice chat in the game because Steam already has that as a tool to use. Just use the steam overlay in a chat with the people in your game.

For 2 people talking, I think steam is fine - "team speak is" a free software download like secondsaber87 says, Google it, use it.

For duels and FFA's voice chat is really not required, but Team games really benefit from voice chat, it really makes the teams situational awareness and teamwork so much easier.
