Want Mobile SAM to Always Intercept

In CIV 5 I gave Anti-Air units the ability to Intercept 99 times each turn and increased their combat strengths. I also tweaked other parameters for Guided Missiles and Nukes so that AA units had a better success rate at shooting them down. This made the anti-air very dangerous units that needed to be dealt with in advance of bombing and ship-to-shore missile campaigns. To counter the AA units, I then created F4G Wild Weasel Aircraft to perform the Suppression of Enemy Air Defense (SEAD) role. I only allowed the F4G's specific promotions that gave them an increasing amount of evasion and combat strength vs anti-air units, SEAD I, II, III.

In CIV 6 I have not yet figured out how to make AA Guns and Mobile SAMs intercept more than once per turn. I am hoping that one of you can tell me how to accomplish this, or perhaps several of you have tried different things and bringing them all together here will create a Eureka moment in the search for this technology.
