War adding to science

First, you all have played Civ3 and all have noticed that during war time especially for democracies you must lower the science tate in order to riase the lux rate to keep them in line but this is far from the truth, for the most part of history devolpements came about because of the need during war time

I dont really have an idea on how to implament this but this is the base idea

You would get some sort of bonus if you were fighting a war, the more popular it was the more the bonus would be but you would get a base line bonus for entering war, i only have one problem with my idea. This would give more of an encentive to goto war, so if someone could figure a way to counter this incentive to goto war it would be apprectiatied :)
 
Perhaps every time you Kill/capture a unit you haven't reserched yet, the cost of that technology would go down slightly because you scientists have been able to study and reverse-engineer the diesign. This would realy help to balance the game and make it harder for one person to gain an insane tech lead.
 
No. There are too many reasons to go to war already. Adding yet another bonus to it would make it so that there is no reason to be at peace.

i know and see your point which is why i think there snhould be a viable counter measure in order to make peace

They could implement somekind of worldbank where loans stack up during war. Even if the research goes up a bit during the war, you have to pay back your loans afterwards thus penalizing you're research/economics afterwards.
 
why does everyone think that war means lots of tech? this happened in WW2, why? because all the luxuries of evryday life disappeared ... go talk to a grandpa or grandma or someone. They had food rations, they couldn't get clothes at stores etc etc, so in this case, the lux went down and the science rate went up ...

look at a country that has been at war for a very long time, bet they don't have heaps of technology, lets see, hmmm, Afganistan has been fighting since the Russians went in, don't seem to me they have heaps of tech ...

yes but if you think about all the great techs that would have only come about during a war--Tanks, penneisilian, there more but i have a blank, Anyways you see had war not happened we wouldnt of had alot of this simplely because there would be no real need.
 
yes, but think of what would have been invented instead of tanks and mould pills ... I mean, perhaps Civ 4 would already be around if WW2 had not happened? or all those wars during the middle ages, hmmm, what would the world be like if our spending was on tech not weapons??

it all comes down to pie really ... do you get more pie for being at war or not? (no correct answer really, because of the phenomenon of social cohesion)

Maybe the luxury reduction is included in warweariness?! though you still don't get the scientific increase. Not that I'm sure that it should be, just wanted to point it out....

Your example of Civ 4 maybe being out right now is a bad one, the first computer was devolped to decode nazi intercepts during the war without WW2 we might just now be devolpeing computers (room size ones that is)
also as for the wars in the middle ages-without it we wouldnt have devolped gun Powder and today we wouldnt have explosives which would have made rail roads impossible (travel threw mountians) also quarries would still be mineing stone the old way and there for no concrete on mass scale therefor no roads no houses no building

As for the second thing the pie, you have given me an idea
Have a Pie graph representing your tech reserch on it you would have War Tech, Lux Tech, and so on then have a slider showing how much money goes to all of them, you would be able to move the lines on the graph until all of it was for one and what not, this would show how Lux was neglected during a war but war science devolped massively--also some techs would fall under all three groups (ie computers) and this way you could reserch three different techs

Any adjustments, add ons, or fixs
 
Its somewhat like that but you would be able to pick what you wanted to reserch
