War-cart - Oligarchy bonus?

The oligarchy government bonus is +4 combat bonus to all land melee units. However the Sumerian war-cart is not getting this bonus in my game as far as I can see. Am I missing something, or is this a bug?

On mobile so can't really confirm it but perhaps its because they're considered cavalry and not melee?

War-cart is heavy cavalry

To make it more clear melee in Civ6 isnt a type of attack but a specific class of units. Warriors and Swords are the early version. So while a Warrior and Horseman both attack the same way they dont share bonuses.

Note there are more distinctions with other unit types. Ranged and Siege are different unit types though they attack the same way. Also light and heavy cavalry are different unit types.

These are important in that they have different promotion mechanics and bonuses to production often differentiate between them.

You can find the unit type in Civilopedia, although it's called 'promotion class' there.

Melee in civ6 is infantry afaik.
