War Required

War IS NOT required. If you watch the AI, you'll notice that they always have "free" settlers scattered about in cities and/or ships. When two civs goto war, often cities are razed, and other civs move in with their settlers.

Just keep a few settlers handy and beat the other civs to the punch. When a war breaks out, just freely wonder in and found a few cities. The best part of it all, is that most of the improvements will still be there.
 
A funny thing happened to me on the way to the victory arch.
I conquered the last Russian city in about 18 turns, not fast, but less than 20... my MPP with France was still running.
But when I took the last city, I did not get a notice that she was wiped out. Look a the War Report from my spy. She has one destroyer, no cities. Start searching the oceans for a destroyer witha brown tag. Make peace with the destroyer, having no idea where it might be.
next turn, My MPP requires me to go back to war, since Russia has attacked my brother France. Still looking for the rogue destroyer. No brorwn cities on the map.
Next turn France and Russia sign peace. Russia wont talk to me. My people (Democracy) descend into anarchy for 9 turns. (WHY??? no cities in chaos, one captured Russian city demonstrating, give them some entertainment... War too long, I suppose, but less than 20 turns.)
Next turn, France declines to renew the MPP. She is now annoyed, not gracious. Offers to trade maps with Motorized Transport as boot.. I really don't need tanks from a newly annoyed France. She is insulted at my offer of an even trade.
Next turn, offer to trade maps... Sure, she thanks me.
Voila:: a Russian city with a French name on an island far to the north of France... Russia still not negotiating. Send battleships, send troop carrier.
While on the way, manage to restore order, only to lose it again 1 turn later for 5 more turns. Battleships bombardment always fails. Look close: pop 1, no defenders. IE nothing to hit.
Eventually, order restored, this time go to Republic---cant seem to hold a democracy. Troops arive and walk in unapposed. Russia is dust.
Now, I hold what looks like 75 % or the world, but no domination. Culture lines are expanding, so the former Russia is nearly contiguous.
Now I wait. The end cometh in 50 turns or less.
How did Katherine get on that destroyer?
Why did my democracy fail? Too many foreign cities? My native Persian cities were all either 100% happy, or happy and content, with a few unhappy people. Many cities, including capturered English and Chinese celebrating WLTK
One Russian city flipped back during this time, BTW. And one Eqyptian city.
 
Sounds like a real headache. I still have never had my government collapse, so I can't really help you there.
 
Well, it caught me totally by surprise. In Civ II it was imperative to keep the rioters quelled, or collapse in 2 turns... but I did not even have any rioters. There had been some, yes, but they did not go over one turn. Maybe it is the weight of 20 Bab cities, 16 English, 8 Aztec, 35 CHinese, 11 Eqyptian, and 35 Russian--all being basically carried by my 16 native cities. Some of the CHinese cities are productive, one RUssian!--on a different continent even--and 4 Egyptian.
 
Maybe if the number of foreign nationals in your population exceeds that of your nationality, your government has a high chance of collapsing. Maybe unhappy citizens of your nationality do not count towards this number, so that as war weariness sets in, your government becomes more and more likely to collapse. Just a thought. I wish I knew why this never happens to me. That might be helpful.
 
I think that might be the case, although most of the population in captured cities is Persian now. English still has a high ratio, being a recent addition, and Russian, of course, being currently captured. Well, not current any more. Quit for the night when I finally took her last city for real.
BTW, I have all 8 luxuries, and market places in most older cities. All of mine, about half the others. A quick addition says that alone can generate about 25 happy faces per city... and has no effect at all in the foreign cities. I also have JSBAch. And the luxury tax set to 40% That slows down research! NO trade income to speak of, since France is the only one left.
I thought France was a friend for life---but she is getting antsy. I guess the best thing for me to do is give her back her city captured first by Russia, then me.:D
 
In that situation, France will eventually attack you. I would switch my government to communism or monarchy and go for a conquest or domination victory.

I have found that as well. Where you should have many more happy faces in a city than you do. Check the unhappy people in some of those cities. They were probably subjected to the draft by their former rulers, and they now blame you. I think this is actually a glitch. It makes no sense whatsoever, but for the time being we have to deal with it.
 
Yes, I have found that they blame me, also for anything else that went wrong. They don't seem to like being liberated. Also, If you add one of your people to the, join one of my own workers, not a foreign national, they have the same attitude. My worker who has been building railroads and stuff for me for thousands of years, suddenly can never forgive me for mistreatin 'his' people?
I did not check attitudes last night, didnt think about it. I maintain mostly happy/content, make the rest entertainers, or tax/science men if the happiness allows it. If they end up starving because there aren't enough workers... Well, 'if a man won't work neither should he eat' And if I put them to work, they riot... so...
Never done the communist. I am so far ahead in research, that doesnt matter. Havent finished this turn, just saved and quit, should be massive happiness when they discover we are at peace. If I can hold out long enough, I will build the Cure for Cancer, and if not finished by then, I guess it is time to reduce France a little. Will be interested to see how nnuclear subs fare against destroyers, bomb her battleships to the point where I can sink them without loss, and eliminate her cav before she can build tanks.
She sent a stack of 35 cavalry to attack the last Russian city... but I got there first.

BTW, one of the Russian cities that France took flipped back to russia during this mess. First time I have seen that, it is good to know it happens to the AI also.:D
 
Well, that war is over. I don't know if it was worth the wait.
Aztec made a suicide attack. Declared war on me with his 3 spearmen and an archer....
Waiting for domination or just the end. Finally got tired of Egypt's saber rattling, and decided to remove her. Took two cities, and that was enough to push it over the domination percentage. If I had taken Russia comletely, without joining with France, and thus letting her get some of the cities... it would have been over 50 years earlier.
Even risked a UN vote once.... Aztec and Egypt abstained. Joan voted for herself, of course, so it was a tie vote.
I still don't like the requirement to do war to get a high score. But that is the game, I can live with it.
