I guess it's the shadow.
You probably see the unanimated arms from:
PHP:
<ShadowNIF>Art/Units/warhammer/warhammer.nif</ShadowNIF>

Put there instead:
PHP:
<ShadowNIF>Art/Units/01_UnitShadows/UnitShadow.nif</ShadowNIF>

that should hopefully fix the problem.
