I don't think the ai is quite right.

If the emphasize food button is clicked, then I think the city should always be growing until/unless there are no tiles which give more food. Below are two examples.

One is when food clicked. The city is stagnating because it's working the hills to emphasize hammers.

Two is no food clicked, but the city is still stagnating. (I think the ai should probably grow even if food is not clicked. Note that the "stagnate city" button is NOT clicked.)

Well i think if you have emphasise hammers and emphasise gold on that means get the most hammers and gold now! ie. this turn, in case you're in a hurry for gold or hammers.

If you want long term growth, hammers and gold then leave emphasise off and it will do the right thing.


The one where you have emphasise everything is probably just causing it to get confused totally, leave them all unemphasised or just 2 emphasised, it's not like emphasising all 3 will get you more than having no emphasis.
 
It is not a bug, turning all 3 of those on is different than just Food....I have to turn off Hammer eventually on most of my cities to keep them growing.
