Warlords update causes fewer civs

Didn't Warlords allow us to have 24 civs in the game at one time? I may be mistaken and only thinking of mods that I have played. At any rate, I had to download the Warlords patch 2.08 and after I installed it I can only have 18 civs in my game at one time, even the mods that I know I had 24 before.
