Wartime mobilization?

On the domestic advisor screen there is a bar button for changing mobilization to wartime. What does that mean and what does it do? How do you change it back?
 
Every square that already produces a shield(s) produces an extra one. You can only build Militaristic thingies, Ie Barracks' and Harbours. The only way to go back to Nomalcy is by either making peace with all (or is it just one?) Civ(s), or by destroying the Civ you are at war with.

There is an exploit to do with Mobilization, but I refuse to say what it is. It ruins it... (not sure if it has been fixed yet)
 
mobilization is totally badass. all squares that are producing at least 1 shield will produce an additional shield. so its like being in half of a golden age. and if you are already in your golden age and you mobilize you are in like a double golden age. :) the drawback is that you cannot build anything but a military building (barracks, harbor, airport), military wonder, or military unit, a worker/settler, or wealth until you sign a peace treaty.

if you are preparing to invade someone in a few turns but need more troops its a good idea to mobilize beforehand to get your armies ready. or if you are invaded and you don't have enough defenders switch immediately to mobilization. etc.
 
The only down point...No temples to rush.

This was fixed in the 1.27 patch for PTW, and integrated into C3C.
 
PTW allows for finishing a building that is not military related where C3C forces you change ALL buildings not military related to switch to a military unit.

One "abuse" is to produce a military unit and switch to a barracks or harbor or artillery before the unit is completed so that you get the moblization bonsus. You can build a mil unit and switch to a building after a war so you gain the moblization bonsus in those corrupted cities.
 
One thing to take note of when mobilised is that the game automatically takes you back to normalcy if you sign a peace treaty, without asking or informing you. This really annoyed me first time it happened as I lost out something major (Like a modern wonder, not sure if you can build even military wonders under mobilisation though, perhaps it was some much-needed tanks instead) as a result.
 
It was not mention that when mobilized, you only gain half culture (or has this been changed). This can be a major drawback at times.

Hmmm... I am curious if you renegoiate a peace treaty with a friend does that consult as signing a peace treaty.

I hope not, as that would be seriously exploitive. All the benefits of mobilization, and none of the drawbacks of war.

I'm glad they fixed the infinite shield exploit though, as that was a truly game breaking bug.
