Was free maintenance for Demagogs removed?

FFH2 manual says they cost no upkeep, but a WB test showed that they do...

I think they still cost supply but no upkeep, similar to the military state "free" units.

What does that mean? What's the difference between supply and upkeep?

I believe it's the extra cost for when a unit is out of your territory.

E.g. You build a warrior. He has an upkeep of 1, before inflation. You move him into neutral territory, he now costs 1 in upkeep and 1 in supply, for a total of 2.

X is dependant on the civs pop.
