Ways into production

My example is not a worldbuildered one (the settler is, of course). I think at size 4, you have a shot at 1 axe every 2 turns without slavery. In my opinion, this is a lot better than 1 axe every 3 turns by whipping.
With HE, at size 7, my example can churn out 1 catapult per turn, which is my usual goal for an early production city.
Later in the game, the city can work bananas for more food and workshops or lumbermills.
This is clearly a site where I would settle.

I noticed a couple of things:

Quarries don't benefit from railroads in Vanilla.

The bureaucracy civic bonus might be better stated as x50% not +50% as it's commutative with other boni - better still add a comment to this effect.

Let's assume you are running bureaucracy and organized religion, and you are industrious.
When you start building the pyramids in your capital (with your state religion), with 10 base hammers (not a lot but it's early), you get
10 * (1+0,25 from orgrel + 0,5 from capital + 0,5 from industrious) = 22,5 hammers/turn.

This should be
10 * (1 + 0,5 from capital) * (1 + 0,25 from orgrel + 0,5 from industrious + ...) = 26,5 hammers/turn

Unfortunately no. Bureaucracy bonus is multiplicative only for commerce, it's only additive for production.
 
I got no black mail nor any kind of criticism, so I think I will leave the article "as is" for a while.
I didn't complete my "to do" list, but I have the feeling it's not that necessary.
Maybe a bit more strategic thinking on the issue would be more useful than illustrations or more text?

This matter is just so very map and strat dependant that I don't feel like going into anything deeper, but here is my way of thought on this issue :
- I always want a "1 catapult per turn" city early. I try to build this wanabee HE city in such a place where I can get 20 base hammers early, at a reasonnable size. What does it take? 5 hills and loads of food. Or 4 hills, + 1 hammer resource (like iron or copper or stone).
- I always look for bonus resources and if possible settle those resources early. What are those ? Stone and marble are visible from the start. Copper is visible with BW. Iron is visible with IW. I try to get all of those if possible.
Why would you settle a far away city for stone? Because it allows the cheap building of a lot of wonders + some cathedrals + walls and castles...
- I try to get forges running soon enough. Whipping away 4 people to get a forge is nothing scary for me.
- As soon as available, you want your Iron works wonder to be built. Using a great engineer to get it isn't a waste, although the city you put this into certainly has the hammers to do it by itself.
