I want the Map with 24 Civs, but i can not play Stalin an other new Leaders?

Is that normal?

For your question, it is a scenario. You have to change the wbs file manually and replace the russian leader with Stalin.

Edit:
Change the \mods\earth24\privatemaps\Earth24Civs.CivWarlordsWBSave with the usual Windows editor(right click the file in Windows Explorer, go on 'open with' then select 'Editor'), then search for the following part,

BeginPlayer
LeaderType=LEADER_PETER
CivType=CIVILIZATION_RUSSIA
Team=13
PlayableCiv=1
StartingX=73, StartingY=54
Handicap=HANDICAP_NOBLE
EndPlayer

change the red marked to

BeginPlayer
LeaderType=LEADER_STALIN
CivType=CIVILIZATION_RUSSIA
Team=13
PlayableCiv=1
StartingX=73, StartingY=54
Handicap=HANDICAP_NOBLE

OK, and how can I do this?

I have
CIV4CivilizationInfos.xml this in the C:\Programme\Firaxis Games\Sid Meier's Civilization 4\Warlords\Mods\Earth24\Assets\XML\Civilizations
Ordner.


But no new Leaders!

Where I can have the Editor?

The editor is part of the game. Just hit Escape and select 'Open in WorldBuilder' during a game.

But where is these Folder i cant found it?!
C:\Programme\Firaxis Games\Sid Meier's Civilization 4\Warlords\Mods\Earth24\Assets\XML\Civilizations/ is this the right folder for this Leaders?
