I think that the model that you propose is workable. I wanted to avoid the idea that giving weapons is an easy way to upgrade the military of a friend/ proxy state. It's a lot harder than that.
For a recent example of mercenaries, remember the Soviet pilots flying North Vietnamese aircraft?
