First Spain and now the Incas made contact with me
while their scout is near Moscow.I have no units in or
near Moscow,but Peter has the same religion as me.

You created Judaism and it's your religion, so now you can look into the area of every foreign city that has your religion, that way you've met the others.
(Why are you not astonished that you can see the russians in Moskow ?).

Last comment about this feature.
In a new game it happened again.
I'm alone with Julius on one continent and
made contact through religion with Cyrus and Gandhi
had a unit in the neighbourhood.
I can't remember this happened before the 1.61 patch.
And it's indeed not a bug.
