Ok I thought I had most of my laggy problems fixed after I reverted my shaders to 1.1...
Things were running fine, so I decided to start a new game on a large planet.
So I'm going along just fine until I reach spain and we become friends... for now. We sign an open borders treaty and then I save the game and go to bed.
When I loaded the game again it was EXTREMELY laggy... but only when the camera view was over Spain's territory... when I moved the camera back over to my capital things were fine.
"Hmm", I thought. So I played on despite the bug until I decided I wanted Isabella's land... so I broke the open border agreement. voila! Lag-be-gone!
For some reason, the open border agreement with Spain was making the game run SLOW when I had Spain's territory in view.
I can attach the saved game if anyone has the same lag problem when viewing someone else's territory and wants to confirm this.
