Weird terrain...

What is it with the terrain in Civ3? Much of the output does correspond with the numbers in the Civilopedia:

- A basic flood plain yields 2 food, not 3.
- Grasslands do not appear to be affected by irrigation. I can't get them to produce more than 2 food.
- Mined hills only produce 2 shields, not 3 as the civilopedia claims.

And many other instances where the terrain does not produce as much as it should. I'm completely stumped...is the civilopedia plain wrong, is there some aspect of the game I don't know about, or is this a bug of some sort? :confused:
 
What is your government? In Despot Irrigation is not effective, except on squares that have extra production, like cows and floodplains.
 
Despotism...so this is all because of the government type? Woah. So I'm guessing that the terrain output only really corresponds with the civilopedia under the more advanced forms like republic and democracy?
 
No, just any government other than despotism will do.

Yep, Despotism really sucks because of this, the only benefits of that government is the whip and free units. The civlopedia numbers are the basic numbers for the terrain, but some governments give some bonuses. Breakdown:

Despotism - (penalty) anything that produces 3 or more of something produces one less (3 instead of 4, 4 instead of 5)

Monarchy and Communism - The standard (what the civlopedia says that the terrain provides)

Republic and Democracy - one extra gold on each tile that already produces at least one. (Big bonus if most of your land has roads and you have big cities)
