Were to Settle?

My general philosophy is a 'need based' settling. Early on you really need to focus on the short term gains. How effective will my city be when size 4? What tiles can I see it working? Will it give me an all important luxury that I can actually get with the tech I have?

Civ depending, I'll often skip tech's like Calender, animal husbandry, or crafting, even if I have a resource or two that might use them, in favor of tech's that give more long term advantages. Pasturize some pigs? Great, I grow to size 5 a little faster, and it took 25 turns of research to get this reward. Or I could have gotten Mysticism for God King, which sets up my production for the next 75 turns.
 
Ever so often I come across a Barbarian city on a Mana Node -- not raw mana, but usually one of the Elements. Does this mean that the Barbarian settled on a raw Mana Node and it somehow got developed? I seriously doubt the Barbs had an Adept. (And this is not a case where the Barbs settle on the Pyre or another Mana granting improvement.)
 
Its Barbs / Barbarian Civs (Chardaron Doviello or Clan) settling on the Pyre or the Sepulcher and the likes that gives that effect i belive.

Barbs getting hold of such a city whould be one way to explain how what you describe is possible.

So overall it can happen in the framework of FFH2.
