What are the best civs for 'tall' play

Been a while since I played VP and tempted to get back to it. I tend to prefer playing a small, concentrated empire (3-5 cities) and I'm curious what civs would be good for that play style? Mostly I've just been playing Byzantium (not having to compete for religion against settle spamming AI is a godsend) but I'm curious if any other civs are good at small play or at least viable... progress is just too boring and authority isn't appealing.

Korea and Brazil are great choices. Also Assyria is really interesting because you can play him tall, opportunistically war early and then do a rampage later with you have units starting at level 4. (Every unit gets double attack? Yes, please!)

If you are still new-ish to tall tradition I would recommend Korea or the Netherlands.

Arabia and India are crazy powerful but harder to play in my opinion. Arabia in particular has almost no flexibility but is so threatening when played well

I quite like tradition Byzantium. Guaranteed religion founding is great, and it's fun trying to find the most synergistic stack of beliefs...
