What attribute actually allows the city centre to host naval units?

I'm trying to create a dedicated canal district but after some messing around I still can't quite figure out what exactly allows the City Centre to do it in the first place (I did at least confirm that it isn't the CityCenter=1 tag, since that didn't let my ships pass through my test canal district).

Any ideas?
 
Nah, Coast specifies that it has to be built on the coast and is only used for the Harbor and Royal Navy Dockyard, not the City Centre.

I did try both of the things you suggested though and neither worked.

Its seems not possible right now, there´s coast which enables boats and all, with coast at zero seems not to be possible to use boats.

I have a rather similar problem, I want to build a district or a building only on the terrain close to the coast, and not in coast itself (because is inside sea!), cant find it also, maybe only with Lua code.
 
It weirdly seems to be hardcoded. Which is somewhat annoying because fixing that would make the creation of canals relatively easy.
