What causes a democracy to fall into anarchy?

War Weariness causes unhappiness in a democracy at war, you can't avoid it but you can mitigate it.

If a city is in disorder for 2 turns it will cause a collapse to Anarchy
I don't know (haven't observed) it happening in 1 turn but may be possible.

You need luxuries (as many as you can get to fight as a democracy w/ marketplaces) I'll bet that America has quite a few luxuries so he can sustain a war much better. The taking of your luxuries is what is causing a lot of your WW.

if a democracy is already somewhat unhappy (and democracy already causes more unhappiness than other gov's) when you go to war then it won't be long before your residents put your palace to the torch (for you civ 2 players don't you miss that saying...)

America will eventually go into WW but you can't wait, switch to communism (if you can), mobilize and or draft and use diplomacy to end the war because you are not ready to fight one yet. If you can, trade for tech to get you at least on par with America, Build your Army then when he pisses you off, end his civ once and for all. :D

Oops: I didn't see where you said that it was only you and them,
In that case end the war by any means necessary, promise him anything, incl giving him a frontier city. Just end it esp if he has more tech than you. Then crank up your tech spending, concentrate on military techs & build up army When you feel that you can win, invade & conquor. This advice is if you are weaker relatively than the Americans, if you have an equal or better army then sign a short peace wait until you concentrate your army, then, well you know. :spank:
Hey listen to me, increase lux slider to 30 % in your current game so you wont go into anarchy, science at 0% to have cash, so your are able to counterattack quick, buy units after 1 turn( it cost less with some shield). if you counter attack well, you will get back those city and a.i. will sue for peace, then extort them.

Your advice is not the way to go:

Mad_ Stork has already gone into Anarchy, & even if he can come out of anarchy next turn it may be too late.

Luxury spending should be increased, but he should mobilize also he is also either = or behind in tech race, putting science at 0% willl only cause him to fall further behind (and anarchy has already cost him some anyway) & he can't trade to other civ's as no other civs are left. He Needs to sue for peace, then he needs to put a good defensive line to protect his borders w/ mobile units in reserve. Then he should crank up the tech spending, increasing scientists in his city's ect. & reasearch military tech, Then he can build an army to conquer.

Note: Because America is industrious, they have an advantage over you as a democracy, a change of government may be the best way to go.

I expect he had a save before going anarchy.

A few thoughts for immediately after an attack that you are unprepared for while in Democracy : if you mobilize, you can get quick military production. Then, if you draft in every eligible city, you can get many defensive units. These will both increase your power rating in a few turns, so that the attacker will be much more likely to negotiate Peace on better terms, and more quickly (if they won't talk to you, it's a problem, and this is likely if you are seen as weak). Late in the game, your finances should be stron, so that you will probably only drop behind a turn or two with tech, while increasing the luxury bar enough to help combat WW (sort your city page by happy faces and you'll quickly see which cities are being affected too quicky by WW - remember that this goes city by city, not all at once). This is better than dropping into Anarchy and losing 4-6 turns in science, production, and cash.

Tassador:

he may have a save, he may not, & he may feel that the save is too old (he is in the 1600's and the save is in the 1200's) or he may feel that reloading is akin to cheating, either way if he wanted to reload a save he would have done so. Also Mad Stork needs some advice on war weariness, and what causes it in order to prevent it in future games. There is not one way to play Civ3, there are many factors that need to be balanced in order to come up with a winning strategy. e.g difficulty level, overall civ situation, # of ally's, and # of enemies, ect. I have made a few assumptions regarding Mad Stork's situation and IMO fighting a defensive war until peace can be had is the way to go, considering that he is alone in the world.

However if he reloads, then he should reload before the attack begins and reinforce the border towns he lost that caused most of his problems in the first place.
