Well, for Russia, you can play as Peter instead of Catherine. As for England, I am sure Winston Churchill would go nicely in the expansion, and maybe King Richard the Lionheart as well. What do you guys think of Braveheart as the leader of Scotland? The traits would be agressive and expansive, with woad warrior as the UU (strength 7 swordsman, 25% hill defense since they are highlanders), and starting tech of animal husbandry and agriculture.
 
Hate to disagree about Winston Churchill for the English, what with being English, but I really don't see him as a good choice for a Civilization. He was in the right place at the right time to lead the nation during WWII, beyond that well since he was "chopped" a.s.a.p. we'll never know. Richard I would be a better choice methinks.
Can't understand not playing a Civ due to the Leaderhead though...you really don't see it if your playing AS that Civ.

And why does it matter that you have to use a male leaderhead? EDIT: Never mind, thats not something I need to put attention on.
