Settler. I got sick of popping barbs and maps from huts at my normal difficulties, so I went off for a jaunt on Easy and made it my mission to get all the huts I could. Along the way, I happened to win... it wasn't too hard.
What there should be is some sort of insanely difficult varient rules, so that even the best people would have trouble winning on Settler. Something like: One city challange, with no OCC option, and workers and settlers both banned for the human player (Or maybe, knowing some 1337 players, that would be too easy... )

Oh, and I have won on Warlord. Its the only difficulty that I can both WIN and not become bored with. I have "won" with settler, but I couldn't bring myself to the final bit of victory...

When I first played Civ 4 (Vanilla), I won on Settler. I had only played Civ 3 beforehand, and was abysmal at it, so I REALLY tried to make my first Civ 4 game easy. In retrospect, I think I went a little overboard; the lowest difficulty and Huge archipelago map with 4 other players ensured that I never saw combat until the modern age, at which point I nuked my Rennaisance era neighbor for no adequate reason. Mao wasn't too pleased with that, but I sure was. My very first mushroom cloud...oh, was it glorious.
