what do i need for a war academy?

I have the tech...now what do i need?

I believe you must be referring to a Military Academy. In order to be able to build it you must have an Army that has been victorious in battle.

... And to have a victorious Army in battle, you have to have generated a Great Leader at some time, and made an army out of the leader. Generating a Great Leader is a random event that might happen when an Elite unit wins a victory against the AI (not against barbarians.)

You also need a victorious Army to build the Heroic Epic, a small wonder that increases your odds of generating Great Leaders and/or Elite units.
