If you already have the leader back to a city, the hard part is done (it sucks to loose a leader before being able to move it). Just right-click on the city and select the leader from the list of units garrisoned there. Once active, choose the Build Army button or the Hurry Improvement button at the bottom of the screen.

I havent played Civ 3 much yet, so I thought it was my problem. But I just tried what you told me and I couldnt do that.
Im uploading my savegame, playing by the Romans, with an army and the city of Memphis trying to hurry The United Nations Wonder.
If you can hurry the Wonder using the army, please let me know how.
By the way, I built that army using the Military Academy in the city of Neapolis, if that is of interest to you.

The keyboard shortcut is Ctrl-H. For Armies, it's either B or Ctrl-B, I'm not sure which right now.
