That is a tough one. Hypothetical situation: C3B and CFC sign such a cooperation treaty. A few turns later we get proof (some way or the other) that C3B is likely going to hold the treaty. We can then inform them that we are going to increase our military force to have an army ready when we know Map Mapking we can ship them (if either C3B or CFC have met more opponents). That's enough; "increase our military force".

It will take over at least a month (~20 / 25 turns) of mutual trust and building up relations before we let them in on this secret. By then the build should be far enough and our military force strong enough to withstand a sneak attack from C3B's side.
 
Good Idea rik. We should tell them about 5 turns before it is built. We should also tell them the Ideal teams to destroy would be GCA and CDZ, CGN does not really matter.
 
We perhaps need a vote whether we want to ask the "All or nothing" question to C3B. If the CFC vote = yes, then someone has to write the proposal for C3B. The "All or nothing" question has to be phrased clearly and properly. I suggest it is placed on the site for comments and remarks.

If the CFC vote = no, (we don't want to ask C3B the "all or nothing" question), then the result of this "What do we want from C3B?" poll should be asked to C3B.
 
I am against the "all or nothing" question for two reasons:
1. What's the guarantee for both teams that we'll stick to this agreement?
2. We don't know enough of the world to determine whether it is even possible for us to cooperate. There's no way any of us will allow each other to move troops past each others cities, even by sea, because of the danger of a sneak attack.

[thinking out loud]There aren't any teams south of us, but there is probably someone north of C3B. So the danger of letting them pass through our territory is non-existent, but the other way around is very likely. If we let them decide now "all of nothing" what will we think they'll choose? I think "nothing". And by that we loose a lot of trust they have in us now (in our naïvité). This adds point 3:[/thinking out loud]

3. They will probably say "nothing", with negative consequences.
