What do you need in addition to Masonry to build palace?

of the top of my head: is it possible that you need a minimun number of cities?
that probably isn`t the reason though...
To clarify: you cannot build the Palace in any city? Is it in the list, but greyed out or is it missing completely? If it is greyed out, did you poprush, cut down forest or rush with money in the cities in question? cause then you can`t change to a non-rushable building.....
