I usually play on archipelago maps, so all expansionist civs aren't my favourites (except Portuguese :) ). The worst of them are the Americans.
 
I think America isn't good either, I just don't like air, so I never have used the Americans.

IMO, France is one of the best if not the best civ. their UU is a big reason. it's easy to get the Great Library, they start with alphabet to get closer to literature and masonry for a palace prebuild. the commercial trait is very underrated, as Alexman says, people don't notice the less corruption, but don't worry, it's there. the extra cash in cities and metros is big, 3 extra gold per city can turn into 8 per city w/ mrkpl's, bk's, and stk xch's. industrious is decent, but you are right that industrious isn't as good as it used to be in vanilla. the musketeer is great! both in [ptw] with extra attack and in [c3c] with extra defense, it's one of the best. and musketeers can upgrade to riflemen, even though it says they can't in the civilopedia.
 
Agricultural is probably the best trait in the whole game. Sumer is a very good civ, although I never played with them. My friend played for them in our online game and he was doing very well...
The people who say things like "Russia - commies, I hate them for that reason" obviously did not bother to read the question or get some reliable information on what they are talking about...
Anyway, Russia is not bad and I like it, especially on the levels up to emperor. The expantionist trait has brought me a lot of goodies on pangaea and continents maps and propelled me to the top in the very beginning of most of my games. Scientific trait has kept me at the top for the rest of those games. The cossacks are awesome in C3C, IMHO, since they allways give me plenty of MGLs when used with artillery. It does make initial conquests slower, but those armies of cossacks can conquer civs pretty quickly... However, on higher levels when you don't do your own research, scientific is not that useful and agricultural would always be better than expantionist.

Oh, and France is allways one of the most powerful AIs in my games if it's there. They have very good traits and as many people allready pointed out a pretty useful UU.

Portugal would be my vote for the worst civ because of contradicting traits and not so good UU. They are allways amongst the weakest AIs in my games when they are there...
 
I voted Spain purely based on their UU. A 3.2.2 at Astronomy up against earlier Chivalry 4.3.2+ units I think is a little unbalanced. At least with Portugal playing on Archipeligo maps, the 5 movement Carrack at Astronomy is useful and the best of its time. I just don't understand the Spanish inferior UU; an upgraded explorer? If the Inca's weren't Agicultural though, I would have voted for them.
 
There's really only one purpose for the Spanish UU (apart from kicking off the GA, which you can do with any UU at almost any time, just bring arty): pillaging.

Make a Conquistador army and go pillaging your AI neighbours (possibly covered by a couple of knights if the AI have good attackers and feel lucky (they'll attack the knights too, but at least you won't loose the army)). In this way, Spain are pretty good for come-from-behind victories centred on progress in the late MA, early IA.

Yes, expansionist has limited usefulness sometimes, but the Cossack has been changed in C3C to be a cavalry with blitz (for 10 shields more), and that is arguably 50% better than a normal cavalry, if backed up with bombardment or defensive units. Remember, a unit auto-promotes if it has 2 victories on a single turn, so vet cavs can run over archers and longbows to get to elite. The least it provoides is more chances for MGLs, which is a boon even for a non-militaristic tribe like the Russkies. :ninja:

Personally, I like all of the tribes. Random Civ is like a box of chocolates... :cool:
 
I don't know about the others but I find the Catheginians very weak and worthless. My favorite civilization is the Germans as they are Scientific and I really like to start a late war, when I have the highest tech research due to large cities and libraries and universities, although if the other civilizations are offering me techs early on, I don't exactly look a gift horse in the mouth if you know what I mean.
 
Germany is ok, they have good stats, their Panzer comes a little late though.
