What does 'afraid' do?

Maria Teresa is apparently afraid of me for some reason. What does this mean for gameplay? Does this mean she will give in to tribute demands?

No. The AI NEVER, under any circumstance give into tribute demands. This likely means she'll be more lucrative in trade, try to declare friendship, and will build up more defenses.

A few turns before my cultural victory as Poland, every civ (except for the next closest civ in score) was afraid of me. Was really amusing

Did you by chance build the bomb?

AI wasn't afraid of me in my last game and I think I did better scorewise than the one game where they were afraid. In that game I had the bomb.

Actually I successfully demanded tribute from Maria Theresa once when she was afraid. So it can happen.

Afraid allows you to demand tribute. AI will only accept tribute demands if they are afraid, there was a player explaining how much you can demand on reddit a few weeks back, but I can't seem to find it. IIRC you can get about 200-500g from demanding tribute, not more (which is rather weak)

I successfully made a demand as well, I asked a luxury to Sejong (who was afraid) and he accepted.

I almost never get the afraid status however, I wonder what kind of absolutely improbable conditions are necessary for that to happen.

With BNW I successfully demanded a luxury from Pedro II who was not afraid, but guarded. He had the luxury twice, though.

I didn't build the bomb. The most advanced unit I have is the Cossack.

Really? Huh. Every time I demanded tribute I just got laughed at, even if they were afraid and I possessed an army that could wipe them out in 3 turns.

If that was their last resource that isn't strange. Consider that a last resource is worth 3 times as much as a duplicate from the AI perspective. As others have explained the AI will only accept demands of a money equivalent of 250-500 gold (standard) a last resource exceeds that value.

Lol. I think only maria pays tribute to players. she was afraid of me and I demanded money and she said ok. :D

I can understand that, and I am not really a conquerer so I don't have a lot of tribute experience, but once I had nukes, a legion of paratroopers, artillery, and tanks, and had surrounded the second to last greek city. Resistance was futile. However, as I am more of a role player than a logical thinker, I demanded that alexander send me a letter begging for his life and pay the postage to have it shipped to my capitol of Gao. Aka I asked for a single piece of gold. Not the rescource, a single money. He said sod off.

If you place your army and surround one of their cities (more so the capital) they 'will do what must be done to keep the peace'. So yes they do give into demands.

Well one condition is perceived overwhelming military power. Another one is incompetence? I had two warriors once and when I got one upgraded by a hut to spearman Darius was afraid. Apparently spears were a revolutionary tech back there :D
