What does it mean when the city's name is bright white?

I have been playing Civ2 for the past 15 years, and for the life of me I cannot figure out why some cities appear in a brighter white on the City list (F1), and some don't. I thought it was signaling that the city had no defenses, or that it had a shortage or negative surplus of food, but none of these things fit. Does anyone out there know?!
 
Bright white indicates celebration in the attitude advisor (F4). I haven't noticed this in the city status screen before, though I haven't been looking (and the bright white is easy to miss, I don't know why they didn't use a different colour). Bright white probably indicates something good, though. Can you post a save or screenshot with the city advisor having bright white cities?
 
In the attitude advisor, white means that a city is not in disorder (red if it is). I never saw any bright white and personally have not noticed any colour difference between content and celebrating state in the F4 window, but I have also not been looking.

(And for the record, there is no ''flag'' in a city's icon when the city has no defences.)
 
Sorry, you're right, it's on the F4 screen, not F1. I'm attaching the bright white for those who have not seen it before.
In the attachment, "Hadley" is bright white. And it does appear as though it indicates happiness. Thanks!!

Bright white is indeed happiness on F4 screen. However, keep in mind that as the posted picture above shows, cities too small to celebrate (in this case size 2) may also be bright white.

I think that happiness is a balance and does not require a "size". You cannot turn the citizen into a specialist until after size 5, but you can still be happy as long as there is more than 50% happy citizens and no angry ones. There can also be a balance if you have a celebrating citizen and an angry one, I think. What is wrong with the given picture is there is an elvis as the second citizen.

True, but cities start celebrating only at size 3, not 2, so adding it at size 2 too doesn't make sense to me.

Also, I remember from playing GOTM 127 yesterday the same thing that I saw in the screenshot: first city in the ''currently displayed'' list looked slightly whiter than the others. Maybe that's the thing...

Maybe beause it is the capital it does have 3 citizens. I have seen 2 pop (showing) that can cause a city to celebrate. Unless you have 2 happy and one regular a 3 will not celebrate. I would say if it is the first city (only) that means it is the Capital.
